В основе выявленных инструментов лежат основные принципы идеологии пантюркизма. С одной стороны, автор показывает эту связь, с другой – анализирует роль этих инструментов в контексте внешней политики Турции. Оценивается деятельность этих инструментов в политике тюркоязычных стран, в частности, анализируются программы и возможности Организации тюркских государств и «тюркской интеграции». Автор определяет позицию региональных и внерегиональных акторов по отношению к интеграционным программам Турции, а также выявляет специфику политики этих акторов. Аргументация статьи заключается в том, что ряд структур и организаций, созданных Турцией после распада СССР, такие как Международная тюркская академия, школы, университеты, Институты Юнус Эмре, TIKA, TÜRKSOY, ОТГ, являются инструментами реализации пантюркизма или «тюркской интеграции», и главная цель – добиться создания политической единицы на этнолингвистической основе.</p></abstract><trans-abstract xml:lang="en"><p>This article examines the instruments for implementing the pan-Turkism policy and the positions of regional and extra-regional actors. The fundamental principles of the ideology of pan-Turkism laid at the basis of the created instruments. On the one hand, the author shows this connection and on the other hand, she analyzes the role of these instruments in the context of Turkey’s foreign policy. The activities of these instruments in Turkic-speaking countries are assesses particular the programs and possibilities of the Organization of Turkic States and “Turkic integration”. The author analyzes the position of regional and extra-regional actors in relation to Turkey’s integration projects, as well as the specifics of these actors’ policies. The argument of the article is that a number of structures and organizations created by Turkey after the collapse of the USSR, such as the International Turkic Academy, schools, universities, Yunus Emre Institutes, TIKA, TURKSOY, OTS, are the instruments for the implementation of pan-Turkism or “Turkic integration”, and their main goal is to achieve the creation of a political unit on an ethnolinguistic identity.</p></trans-abstract><kwd-group xml:lang="ru"><kwd>тюркоязычные страны</kwd><kwd>«мягкая сила»</kwd><kwd>пантюркизм</kwd><kwd>тюркская интеграция</kwd><kwd>ОТГ</kwd><kwd>TIKA</kwd><kwd>TÜRKSOY</kwd></kwd-group><kwd-group xml:lang="en"><kwd>Turkic-speaking countries</kwd><kwd>“soft power”</kwd><kwd>pan-Turkism</kwd><kwd>Turkic integration</kwd><kwd>OTS</kwd><kwd>TIKA</kwd><kwd>TURKSOY</kwd></kwd-group><funding-group xml:lang="ru"><funding-statement>Статья подготовлена в рамках Программы международной академической мобильности НИИРК.
