С течением времени советские стандарты образования частично устарели, частично были искусственно отменены, а само Российское государство столкнулось с рядом новых вызовов, которые предполагают возвращение Российской Федерации в ряд мировых держав с высококонкурентным уровнем образования. Большая часть статей о практиках и подходах к обучению иностранных студентов в России написана преподавателями, а всевозможная статистика используется и анализируется прежде всего в вузах, что говорит о прямой заинтересованности преподавательского сообщества в улучшении качества образовательных услуг, предоставляемых иностранцам. Однако государственные вузы на пути к улучшениям сталкиваются с рядом трудностей – в частности, с отсутствием некоторых нужных законов и законодательных инициатив со стороны государства, которые позволили бы вузам более успешно проводить в жизнь свои идеи. Это связано не только с необходимостью обновления законодательства применительно к новым условиям, но и во многом с унаследованной советской практикой управления вузовским образованием «сверху». Автор статьи делает обзор литературы по ключевым проблемам и тенденциям в этом секторе, сравнивает и оценивает советское наследие с современными практиками и предлагает пути решения некоторых основных проблем на основе советского и зарубежного опыта</p></abstract><trans-abstract xml:lang="en"><p>Modern Russia has inherited from the Soviet Union a vast network of educational institutions and some educational traditions. Over time, Soviet educational standards have partly become outdated, partly artificially eliminated, and the Russian state itself has faced a number of new challenges that suggest the return of the Russian Federation to the ranks of world powers with a highly competitive level of education. Most of the articles about practices and approaches to teaching foreign students in Russia are written by teachers. All kinds of statistics are used and analyzed mainly in universities, which indicates a direct interest of the teaching community in improving the quality of education for foreigners. However, state universities face difficulties in implementing improvements due to the absence of necessary laws and initiatives from the government. This is due not only to the need to update legislation in accordance with new conditions, but also largely due to the inherited Soviet practice of managing higher education from above.
