Внешнюю политику Республики Казахстан можно охарактеризовать как внешнюю политику «становящейся средней державы». На основе конструктивистского и поведенческого подходов рассматривается степень воздействия внерегиональных государств на внешнюю политику Казахстана. Проведен сравнительный анализ влияния Турции, Великобритании и Индии на внешнюю политику Казахстана. В рамках работы была проведена серия интервью с известными российскими экспертами по внешней политике стран Центральной Азии и Турции. В качестве факторов влияния были определены 3 направления сотрудничества: экономическое, политико-дипломатическое и «умная сила». В ходе сравнительного анализа определено, что наиболее серьезное экономическое влияние на внешнюю политику Казахстана оказывает Турция, а Великобритания активно использует факторы «умной силы» для реализации своих интересов в стране. Влияние Индии в Казахстане остается ограниченным, но имеющим тенденцию к росту. Турция способна в среднесрочной перспективе перейти в «полуторный» ряд благодаря растущему экономическому влиянию и «умной силы». В статье делается вывод, что государства «второго ряда» не обладают полноценным влиянием на внешнюю политику Казахстана.</p><p>Статья подготовлена участником Программы стажировок работников и аспирантов российских образовательных и научных организаций в НИУ ВШЭ на основе данных, полученных в период стажировки. Автор статьи выражает благодарность российским экспертам-специалистам по внешней политике стран Центральной Азии, согласившимся дать свои экспертные комментарии.</p></abstract><trans-abstract xml:lang="en"><p>The article analyzes the influence of non-regional states on Kazakhstan’s foreign policy in 2014–2024. Kazakhstan’s policy is similar to that of a “becoming middle power”. The author uses constructivist and behavioural approaches to consider the influence of second-row states on Kazakhstan foreign policy. The article compares Turkish, British, and Indian actions towards Kazakhstan. The author interviewed prominent Russian specialists on Central Asian and Turkish foreign policy. There are three areas of influence: economic cooperation, political and diplomatic cooperation, and “smart power”. Turkey has a strong presence in economic cooperation with Kazakhstan, while Great Britain dominates in “smart power” in Kazakhstan. India’s influence is small and limited, but it can increase its position. Turkey will become a “semi-power” thanks to its economic clout and smart-power moves. The author points out that no “second-tier” state obtains full power in Kazakhstan foreign policy.</p><p>The article was prepared within the framework of the program for employees and postgraduate students of Russian universities and scientific organizations at HSE University in Moscow.
