Авторами приведены ретроспективные данные, характеризующие усиление внимания к вопросам климатических изменений в мире и интеграции России в данные процессы. Проанализированы показатели инвестирования в климатические проекты и выявлена тенденция их усиления за последние несколько лет. Особую значимость имеют исследования и практические разработки, направленные на обновление методической и информационной базы для оценки и прогноза углерододепонирующей способности лесов, а также нормативно-методических документов, обеспечивающих уточнение расчетов количественного объема поглощения парниковых газов лесами. Сделан вывод, что сложившаяся ситуация является результатом многолетнего институционального оформления различных аспектов климатического регулирования и формирования методических основ сертификации углеродных единиц. Отдельное внимание уделено природноклиматическим и лесоклиматическим проектам как ключевым в обеспечении углеродной нейтральности. Рассмотрено место России в климатическом регулировании. Выявлено, что сформирована достаточная нормативноправовая база и система инструментов государственной поддержки реализации климатических проектов, что обеспечило как формирование карбоновых полигонов на территории страны, так и участие предпринимательских структур в прибыльных проектах на рынках углеродных единиц. Определено, что для наиболее эффективного обеспечения углеродной нейтральности необходимо внесение изменений методического характера в нормативные документы. Сделан вывод о перспективности реализации лесных климатических проектов как в международном аспекте, так и в России с учетом нарождающихся новых возможностей в сфере обращения высококачественных углеродных единиц.</p></abstract><trans-abstract xml:lang="en"><p>The article is devoted to the study of trends and results of climate regulation at the present stage of management. The author presents retrospective data characterizing increased attention to issues of climate change in the world and Russia’s integration into these processes. Indicators of investment in climate projects are analyzed, and a tendency towards their strengthening over recent years is revealed. Research and practical developments aimed at updating methodological and informational bases for assessing and predicting the carbon-sequestering capacity of forests are of particular importance, as well as regulatory documents clarifying calculations of the amount of greenhouse gases absorbed by forests. It can be concluded that the current situation is the result of many years of institutionalization in various aspects of climate control and the establishment of methodological bases for carbon credit certification. Special attention is paid to naturalclimatic and forest-climate projects as key to achieving carbon neutrality. The role of Russia in climate regulation has been considered. It was revealed that a sufficient regulatory framework and system of tools for state support for climate projects have been developed, which ensured the formation of both carbon landfills in the country and participation of business in profitable projects on carbon markets. To ensure carbon neutrality more effectively, it is necessary to make methodological changes to regulatory documents.
