Для объяснения данного явления автор использует неопатримониальный подход, акцентирующий внимание на механизмах воспроизводства традиционных практик в институциональной среде современного административного государства. Главную гипотезу выражает тезис о том, что система политического управления, сложившаяся в Италии в период правления С.Берлускони, имела ярко выраженные неопатримониальные черты.</p><p>Для обоснования данной гипотезы были поставлены следующие задачи: выявить предпосылки возникновения «берлусконизма» как политического и культурного феномена и доказать его неопатримониальную природу; показать, что неопатримониальные практики, широко использовавшиеся С.Берлускони и его правительством, оказались достаточно эффективными в социально-экономическом плане и вполне совместимыми с функционированием институтов демократии.</p><p>В ходе исследования был проведен комплексный анализ основных факторов, способствовавших политическим успехам С.Берлускони и созданной им партии «Вперед, Италия». Установлено, что реализованная С.Берлускони стратегия наиболее полно отвечала культурно-историческим традициям итальянского общества и особенностям его политической культуры. Автор отмечает общие черты таких политических феноменов, как «берлусконизм», «трампизм» и ряд других, в рамках которых традиционные ценности органично сочетаются с установками на социальный и экономический прогресс. Сделаны общие выводы о том, что демократический спад последних десятилетий, рост авторитарного популизма и набирающий силу неопатримониальный тренд представляют собой взаимосвязанные процессы, во многом определившие характер и направленность политических трансформаций современной эпохи.</p></abstract><trans-abstract xml:lang="en"><p>The relevance of the topic is related to the growth of conservative trends in the modern world. The reasons for this phenomenon are explained by the theory of neopatrimonialism, which focuses on the reproduction of traditional practices in the activities of modern bureaucracy. The author hypothesizes that the system of political governance created by S.Berlusconi had pronounced neopatrimonial features.</p><p>To prove this hypothesis, the following tasks were set: to identify the prerequisites for the emergence of “Berlusconism” as a political and cultural phenomenon and to prove its neopatrimonial nature; to show that the neopatrimonial practices used by the government of S.Berlusconi were economically effective and fully compatible with the institutions of democracy. The study analyzed the main factors that contributed to the political success of S.Berlusconi and his party.</p><p>It is established that S.Berlusconi’s strategy was most consistent with the political traditions of Italy. The author notes the common features of such political phenomena as “Berlusconism”, “Trumpism” and a number of others.
